About OPR

The Governor's Office of Planning and Research comprises approximately 300 scientists, community advocates, city planners, policymakers, and other innovators working across six branches: the State’s Planning and Policy Development team, California Strategic Growth Council, Racial Equity Commission, Youth Empowerment Commission, California Volunteers, and Office of Community Partnerships and Strategic Communications. Our people are united by a common vision to center equity and advance innovation to solve California’s biggest challenges.

Agency Branches

State Planning &
Policy Development

The State Planning and Policy Development (SPPD) team studies future research and planning needs, fosters goal-driven collaboration, and delivers guidance to state partners with a focus on land use, community development, climate risk and resilience, and high road economic development. SPPD’s policy initiatives and direct investment programs span the Community Economic Resilience Fund, Integrated Climate and Adaptation Resiliency Program, Military Affairs, California Environmental Quality Act (CEQA) Clearinghouse, and the Initiative to Advance Precision Medicine.

California Strategic Growth Council

The California Strategic Growth Council (SGC) is a 10-member council comprised of seven state agencies and three public members with the mission to build healthy, thriving, and resilient communities for all. SGC focuses on ideating, incubating and taking to scale transformative solutions for California. Funded through California’s Cap and Trade system and the California General Fund, SGC’s grant programs, strategic initiatives, and interagency coordination focus on multi-benefit and community-centric solutions at the nexus of climate and equity. Since 2008, SGC has invested over $4 billion in projects strengthening communities and addressing climate change across California.

Office of Community Partnerships & Strategic Communications

The Office of Community Partnerships and Strategic Communications (OCPSC) manages the State’s highest priority community engagement and public awareness efforts including COVID-19 vaccines, climate justice and extreme heat, and water conservation. The Office works with State agencies and departments to coordinate campaign efforts and foster effective communications and partnerships with communities.

Racial Equity
Commission

Part of Governor Newsom’s Executive Order taking critical actions on equity and discrimination, California’s first ever Racial Equity Commission will recommend tools, methodologies, and opportunities to advance racial equity and address disparities facing historically underserved and marginalized communities. To advance this mandate, the 11-member Commission will also provide technical assistance to state and local governments.

Volunteers

California Volunteers is tasked with engaging Californians in service, volunteering, and civic action to tackle pressing challenges statewide and support all Californians to volunteer and serve in their communities.

Agency Administration & Operations

Our back-office team members support nearly 300 staff across 6 branches and are instrumental to the success of OPR's wide-ranging programs, policies, and initiatives. Our agency back-office teams include communications and external affairs, legal and legislative affairs, HR, administrations, and IT.
